Good Morning, and Happy Friday Tolland! From the Council Chair, providing a preview of our regular meeting to be held on August 23rd and special joint meeting with the Planning & Zoning Commission (PZC) on the 25th.

First, the Town Council will meet on the 23rd for a public hearing considering a resolution to authorize $9 million in bonds to refund certain bonds. Authorizing the town to engage in the potential refund of bonds will help save the town roughly $200,000 in debt service payments.

The public hearing will be followed by several new items of business. The first new business item is a supplemental appropriation of the town’s CIRMA distribution to various municipal capital improvement accounts and the Board of Education’s (BoE) share towards accounts to be determined for safety and security updates to the BoE Office.

Second, the Town Council will be considering a resolution to establish a Firehouse Sub-committee to oversee the current Firehouse Improvement Plan project. This subcommittee will consist of Town Staff and up to two Town Council members.

Third, the Tolland Town Council will be considering a resolution approving a statement in support of the LGBTQ+ community and against bigotry or intolerance. This statement is intended to be similar to the statement against racism made by the Town Council during their last term and published in the same location as that statement.

The fourth and final item for action is the appointment of a BoE member to the Mental Health and Substance Use Advisory Task Force.

On Thursday, August 25th the Town Council will be joining the PZC to discuss the creation of an Affordable Housing Trust Fund. There have been several updates to PZC fee schedules and affordable housing regulations since the last joint meeting. The intention of the meeting is to establish consensus to these changes and undertake the creation of the Trust Fund later this Fall through a town ordinance.
